Being a volunteer and a participant of the Asian Forum for Solidarity Economy 2007 has enlarged my perspective. I have learned a new initiative called SOLIDARITY ECONOMY and that is what I’d like to tell you about. Not because I am a niece of Mr. Ben R. Quiñones, the event organizer, that automatically means I am widely informed about this topic. (Embarrassing as it seems, it’s quite the contrary). Since I learned to develop a hunger for knowledge, I kept an open mind to the discussions and whatever information that was available.
During the Asian Forum Stakeholders Assembly on October 20 2007, the last day of the Asian Forum, the delegates were asked how they understood Solidarity Economy. Though I am still a neophyte in this matter, and it seems to be a new concept in the field of economics, I would like to share with you how I understood Solidarity Economy and the role played by the Asian Forum in advancing it in this nation.
Solidarity Economy is an alternative economy which seeks to serve the greater good of the people. Market-oriented economy is “PROFIT-centered”, while Solidarity Economy is PEOPLE-centered. This contrast was amplified by former DILG Sec. Joey Lina during one of the Asian Forum sessions I attended.
Economics teaches us that stakeholders in an economy can be typified into four major groups – the investors, the producers, the service providers and the consumers. Since each group wants to obtain profit for itself, there exists a conflict of interests between them. The investor wants to lend money at a higher interest rate, but the producer would want to borrow at a lower interest rate. In turn, the producer wants to sell his produce at a high price while the consumer would haggle for a lower price. Self-interest oriented and profit-centered, it truly is.
Solidarity Economy, on the other hand, is just the opposite. Whereas Solidarity Economy is a new initiative, the term solidarity is equivalent to “Bayanihan” in our native tongue, which is not really a new experience for us Filipinos. What immediately comes to mind is an old, traditional scene in a rural barangay where neighbors voluntarily help relocate a family by carrying the family’s “Bahay Kubo” to a new location.
Imagine our nation’s economy as a house made with stilts and which needs to be physically relocated to a better place. The role of the four stakeholders is to position themselves in each of the four corners of the house. They would then place kawayans (bamboo) underneath the kubo to support the house and keep it in balance. To balance it means looking collectively for equidistant positions that would keep the house from falling while being moved about. These bamboo frames are then lifted up in unison. In other words, the Investors, Producers, Service Providers and Consumers must seek consensus and unite for a greater cause, not thinking of what they can gain for themselves but more on what they can give so that they can deliver better quality products and services that would benefit the one being served. When they all unite to do the task collectively, the house is relocated.
This reminds me of a Biblical principle. ” If speaking in a SAME LANGUAGE they began to do this, then NOTHING they plan to do will be IMPOSSIBLE for them” (Gen. 11:6).
SAME LANGUAGE could mean SAME VISION. SAME PASSION. SAME HEARTBEAT.SAME GOAL.That is exactly the Asian Forum’s objective. It was meant to gather socially responsible investors and enterprises and encourage them to connect their “kawayans” (i.e. their respective organizations) under the “bahay kubo” (the economy) so it would be easier for all the stakeholders to lift it up. The four day forum inculcated the principles Solidarity Economy and attempted to show through case studies how it operates in various Asian countries.
Amazingly, this event was the first in Asia! I was told the more than 600 hundred delegates came from 26 countries and this was the first time that they attended a conference on solidarity economy in Asia. The foreign delegates were in awe at how the Philippines was able to organize such an exceptional event. Having understood the meaning of solidarity, now I no longer wonder why it seemed so easy for the Philippines to gather these groups together for it is already in our nature to have a spirit of communal unity and cooperation when the situation calls for it. This is the spirit of BAYANIHAN. What a spark the Filipinos have made at the Asian Forum! Thank God for bestowing upon us a Bayanihan culture.
It is interesting to note, according to studies,that volunteers involved in the traditional bayanihan are enthusiastic while carrying the heavy load of the house. This enthusiasm was also felt by delegates of the Asian Forum! On October 20 2007, the last day of the Asian Forum, the participants already planned for the next Asian Forum for Solidarity Economy. Japanese delegates offered to host Asian Forum 2009. Delegates from India, encouraged by the voluntarism of Japanese delegates, also came forward and offered to host Asian Forum 2011.
This can-do attitude of the Japanese and Indian delegations reminded me of the late Pres. Kennedy’s famous saying: ” Ask not what your country can do for you. Ask what YOU CAN DO for your country”
After attending the Asian Forum, I was struck by the thought of what I am doing as a citizen of this nation. In school, we were taught to exercise and defend our rights But focusing on our rights have made us self-centered, it made us forget our social responsibility. The Asian Forum personally stirred me to act and be productive for the benefit of all. It made me forget my personal wants, enabled me to mentally overcome my shortcomings, and motivated me to join in carrying the “Bahay Kubo”. I am beginning to see the dawnbreak of a new beginning for our nation. We have started to gradually unite and rise up once again. Before our eyes, history is in the making! And I, perchance, am part of it.
